SF Department of Technology
This system is being designed and developed for the Human Services Agency’s (HSA) Workforce Development Division (WDD). WDD provides Employment Services to San Francisco residents through the CalWORKs Welfare to Work, the County Adult Assistance Program (CAAP)/Personal Assisted Employment Services (PAES) as well as other un- and under-employed citizens. One of the primary funding sources for employment services provided by WDD is CalFresh Employment & Training (CFET), serving CalFresh recipients and targeting the CAAP/PAES population. San Francisco has been operating its employment services programs using several different “home-grown” databases, many spreadsheets, CalWIN, CARBON, and other manual tracking methods for many years and the process of compiling and reporting data has become unwieldy due to different client identifiers and unstable systems.

Staff time is spent fixing their problems, as well as on redundant data entry, since each of the data systems include some of the same data fields. Moreover, much of the communication about clients between the different staff involved and external providers is conducted through email, phone calls, and paper or scanned documents, requiring staff to then enter the information communicated into multiple data systems. In summary, WDD is in need of a streamlined system for administering employment services that can serve as a comprehensive source of client information and present that information in a way that is useful for workers.
